Aug27-2009--The person since he is not a peoples representative in any sense heading teh NFC is a sindhi agent who bought his senate seat from sindh and thus has already a compromised nature......he has already given statements supporting teh sindh position of revenue share for collection even though sindh hardly spends anything on revenue collection and it is generally thought tobe a political ploy to defeat the punjab...while sindh is more developed and deliberately does not adequately share development funds between karachi and interior sindh its argument that population alone...should not be teh basis for division of resources...holds little reasoning...the higher the population teh bigger teh cities and teh more towns and villages, more problems and more funds needed for development...because of sindhs precarious position it has to spend everything in karachi leaving interior sindh to the vagaries of politics...Similarly in other provinces too teh spending is focused on capitals..division of resources on the basis of districts and their needs should be considered...balochistan wants focus on area 41%..punjab on population around sixty percent...nwfp wants the federal government to distribute 80% to the provinces and give it 140 billion in royalties...balochistan too wants royalties on gas...since past dues legal or not are almost impossible to consider teh NFC should only look into teh present situation...nwfp's royalty demands would raise electricity charges by another 20%...balochistans gas royalties demand would almost double gas prices...backwardness of areas in various provinces is teh only shared concern..the federal government is just creating more problems by seeking a 5% share for tax collection...obviously teh NFC exercise is literally doomed to failure even if punjab were to give away a few more percents of its share...nobody would be satisfied because the money has to come out of the peoples pockets... provinces and the federal government should sensibly reduce spending which is as usual not in any way helpful to teh people anywhere in teh country...nwfp also wants another 5% for militancy losses...Punjab should also play hard ball many say and not try to distribute its share to sindh...there is little or no sales tax collected from teh services sector...many suggest that all provinces be asked to collect taxes...that would not only increase local industrialisation but sindhs unjust demands would also be parried successfully...usually the PPP government being sindhi dominated will try to paper over demands and seek more of punjabs share for distribution to the three poor provinces...
